The Influence of Leadership Support on Strengthening Performance of Strategic plans: Evidence from Tanzania’s Local Government Authorities

Abstract
This study examines the influence of leadership support on strengthening the performance of strategic plans in Tanzania’s local government authorities (LGAs). Despite the widespread adoption of strategic plan frameworks, many LGAs continue to experience persistent challenges in translating strategic plans into tangible performance outcomes. Guided by transformational leadership theory, the study adopts an explanatory qualitative research design to explore how leadership support contributes to effective strategic plan implementation and leadership. Data were collected through interviews with 120 respondents' managerial and supervisory staff from selected district councils across Tanzania. The findings reveal that leadership support plays a crucial role in improving strategic plan performance through active involvement in planning processes, clear communication of strategic objectives, and allocation of resources, supervision, and staff capacity building. However, the study also identifies significant constraints, including financial limitations, delayed fund disbursement, dependence on central government financing, and limited local autonomy, which weaken the practical impact of leadership support. The study concludes that proactive, participatory, and resources-backed leadership is essential for enhancing strategic plan performance in LGAs. To enhance strategic outcomes and organizational effectiveness within Tanzania’s local government authorities, we recommend strengthening leadership capacity, improving communication, and ensuring adequate resource allocation.
